At one point, I contracted at a multinational company with teams
located worldwide. So the folks overseas that I dealt with were "off
shore" but not "out-sourced"; they were located closer to a particular
market. The best writer among the Hong Kong team was a guy who had
been educated at a Canadian university and then returned to HK. He was
more fluent in English and more comfortable with American culture than
those around him.
I don't know if you can require education in an English-speaking
country, but it would be a big, big plus.
