For what it's worth, APA Publication Manual and Modern Language Style Manual both support David's suggestion. (Isn't it odd they would both agree on something?)

I would set it thus:
The potential for human error is great. (Haven't we all learned that the hard way?)

Or:

The potential for human error is great; haven't we all learned that the hard way!

Notice the exclamation point in the 2nd version, which is correct for certain types of rhetorical questions.
