I think it very much depends on you. I've had several phone interviews
while in my jammies, and most of them have led to offers. But then I
either don't need context cues to help me put on my 'professional' face,
or act the same way whatever I'm wearing; pick one. If you are someone
whose professional persona /does/ rely heavily on looking/feeling the
part, then dress up in a suit, apply your makeup; whatever it takes to
get you to the same pitch of quick-witted professionalism you would want
for a face-to-face interview.

But do smile. And make an effort to lift your tone; I tend to interview
on my mobile, and walk around the house as I talk, and that energy comes
through in my voice. Your voice is the only cue your interviewers have,
so concentrate on making the most of it!
