Dear Peter Crimmin,

We have a solution available that will do exactly that. It is called DITA Exchange:

* It will allow you to author in FrameMaker, XML-editors and it will allow SME's to co-author in a simple browser based user interface or in Word 2007 if required.
* It will publish the content to multiple output formats; PDF, Word, HTML, Javahelp, chm-files etc.
* It has a feature that allows all users to add comments and ratings to the content
* It allows you to moderate the user comments - in FrameMaker if that is what you prefer?
* it is based on the fastest growing XML standard for technical communication; DITA (not according to us but according to Gartner :-))

It runs on Microsoft SharePoint 2007 Server so if your company already have this platform in place you can expand the value of that investment.

Can anyone recommend technologies to do the following:

* Hosted documentation, available on the internet as a web
service.
* Each doc topic allows users to add comments. (e.g. "Here's a
better example to do this task...")
* Management tools to moderate user comments, and to handle
documentation updates (retaining the comments).
* Authoring tools to produce said documentation.

The open source community exploits these technologies. How do they do
it?
Solutions starting with FrameMaker preferrred.
