In one of my documents, I keep getting strange characters. Every time I put in a quotation mark, Word changes it to something I've never seen before. So what should look like this

comes out looking like this
« something »
The character substitutions actually are two characters - each of the double arrow marks is accompanied by a blank space between it and the enclosed content.
I have fiddled with the "Autocorrect" options several times and that makes no difference. These odd substitutes appear only inside one particular area in the document. Overwriting that area does not make these odd substitutes go away.
Anyone have any idea what is going on here?
