It's White, all right. The closing line to the essay "English
Usage," from 1937. You might also like his "The Duty of Writers,"
"The Word-Handler's Aim," "An Approach to Style," and "Prefer the
Standard to the Offbeat," all short pieces.

Seems to me a good book (to good reviews, at any rate) on such
nonrules in English came out not too long ago. Darned if I can think
of what it was called though.
