After further experimenting, I've developed a workaround for my own question.
Instead of printing out seven copies of the one-page cover sheet and hand-numbering that one digit, I changed it into a seven-page document and used Insert > Field > Page (note that this variable is not in the footer or header).
I still welcome any other suggestions, too.
This workaround still doesn't address the possibility of a future multipage document requiring its own "copy number" on each page (in the foot / header or elsewhere).
