You can do this right now in either SnagIT 8 or 9.

In 8:
1. Select the region to cut out of the middle of the image
2. Select Edit > Join

In 9
1. Select the area to be cut out of the image
2. Select the Image tab, and click Cut Out

As the basic Join/Cut Out doesn't highlight that some thing is missing from
the page, I do the following:

In 8
1. Select the bottom portion and apply torn edge
2. Select the top portion and apply a second torm edge
3. Select the middle portion space and select Edit > Join.

In 9 You can create a custom work flow. You have a little more to do to set
everything up inthe begining but then you could work really fast.
1. Add the selection tool to the quick access tool bar.
2. Add a top section torn edge style to your Quick Access Styles
3. Add a bottom section torn edge style to your Quick Access Styles

When you are ready to process an image:
1. Select the bottom portion and apply quick style
2. Select the top portion and apply a second quick style
3. Select the middle portion and click Cut Out

Now the next thing they can do to make task like this even easier is to
give the option of turning those ragged edges to the inside of the bounding
box. The you'd only have to select the middle section adn apply the edge
effect once.
