That's exactly why you should go to HR. If working with this person
becomes impossible or significantly more difficult, that is called
retaliation. As any manager should know, retaliation after formal
discipline is cause for dismissal. End. Of. Story.

You are all over-thinking the issue. Everyone is entitled to a
workplace in which they feel safe to work. If someone is creating an
environment that makes you feel extremely uncomfortable or threatened,
then it needs to be dealt with head-on. First, confront the behavior.
If it fails, go to management and HR. There are no middle steps unless
you allow there to be middle steps. If that's the case, then you are
welcoming the very behavior you are hoping to avoid.
