It could also be some sloppy management of the PDF file. When I've
worked with files where links are added to the PDF rather than done
through the source file, you also tend to run in to people who'd rather
replace pages and pray that the links stay relatively close to their
location rather than start from scratch (which is just one reason among
many why it's best to start the linking at the source file level....).
One line break difference can give you a "close, but no cigar" problem
with your links.
