If all you need is a rule (a line), the easy way to accomplish it is to use
the Format>Borders and Shading command to apply a bottom border to
the paragraph. Or add that formatting to the definition of the Heading1
style. If you need anything fancier than a rule, or if you want a rule that
doesn't extend all the way across the text column, you'll have to wait
for another answer from somebody else because I've never bothered
to figure out whether a method for that.
