STC makes no claims to be a charity in the sense that (say) Oxfam or
Heifer International is a charity. Specifically: "STC is recognized
as an educational organization as described in Section 501 (c)(3) and
Section 170 of the Internal Revenue Code."

This means nothing more than that STC is a not-for-profit
organization, and lumped in with a bunch of other odd ducks under a
specific IRS tax category. The not-for-profit part is the key thing,
and it grants them favorable tax status. You don't really need to
analyze it more deeply than that.
