Actually, what he says is that individuals from the STC
were involved because "STC also includes recruiters,
whose strong influence keeps the STC from acting in
the writer's behalf." This is his opinion on why the
STC would not join the effort to push this law; another
alternative explanation could be that here was not a
widespread view within the organization that it was
a good idea,
