You can educate your users about the lock feature from the toolbar, but if
everything in the documented must be edited, why do you need to tab through
fields? Protecting the form and tabbing through fields permits control over
where text is entered and prevents non-form content from being edited.
There are more advanced methods of form protection, but the lock in the
toolbar is the most convenient but the least secure.

Have you tried protecting the document with the lock on the toolbar to see
if it will satisfy your needs? You do not need to use a password, and user
education, when necessary, is easy for locking and unlocking a document for
editing.
