7200rpm drives do not make that much of a difference, unless you're
multitasking heavily, or process big photoshop files.
Still I'd say go for it - the price difference isn't too big, usually
you get a smaller 7200rpm for the price of a bigger 5400rm.
You're not likely to use 250GB straight away, so go for smaller 7200rpm.

Pay the most attention to the type of screen you choose - buy the most
expensive you can, probably non-glossy one for office work, and dial
down the brightness.

Truth being told, you're not very likely to max out capabilities of
modern laptops using Office, but go for Core 2 Duo processor anyway -
they're the best now.

Buy 2GB RAM - it's dirt cheap, but 4GB won't work under XP.

You might want XP Pro however, instead of Home, one major difference
is you can remotely log in to your computer from other locations.

As far as Dell goes, probably the Vostro line is for you.

Buy a small one - 15" and connect a big monitor and a comfortable
keyboard/mouse at home, if you want convienience, buy a docking
station for that.
