It seems that quotation marks used in the blog are used for emphasis.
The problem with them is that they mean different things to different
people. Sometimes they are used to suggest that whatever is within the
quotes is not genuine. Other times they are used simply to offset a
word or phrase from the surrounding text. I get drafts of documents to
edit from SMEs where every field, file, or system name is enclosed in
quotation marks. I use them sparingly such as to show the text within
system messages or text entered by users.
