I get the impression that you don't think this is a good idea.
I want a change in job title as a means to an end -- getting a raise.
(I'm currently underpaid relative to the industry standard.)
Yes, I will try to write the definition in a way that is favorable to
me, but I also want some "objective" criteria.

Oh, so *you're* the one who wants to stratify the undifferentiated team
of professionals.
In that case, the definition of "senior" tech writer at your company
ought to be the attributes that distinguish you from the rest of your
team. Do you have a list of those?
Also, consider which of the following is most important to you:
* Changing your job title
* Changing your job responsibilities
* Getting a raise
* Keeping a good team together
* Being more independent of your boss
* Something else
Your answer to that question could affect the definition of "senior"
tech writer.
