After a frustrating year of ignored/lost review copies, I created a
review cover sheet that clearly states a deadline for return of the
marked-up review copy, and that the reviewer's approval will be the
default position and the document will be sent for signoff if the review
copy is not returned by that deadline. The cover sheet refers to the
formal process for request of revisions after a document has been
approved, and gently reminds reviewers that they can use that process at
any time.
I'm not sure if the reviewers like this process or if they're still just
ignoring the review process, but it opened this particular bottleneck so
that I could move documents through into the formal control system.
My two management approvers were happy to approve this cover form and
process.
