1. Send out review copies to all reviewers with message
that specifies deadline for reviews.
2. Nag reviewers every two or three days until deadline.
3. On day of deadline, declare input on document closed
for current release.
4. Resolve inputs, bringing reviewers who disagreed
together as needed.
5. Incorporate resolved inputs.
6. Hold sign-off meeting. This is where anyone who
wants to withhold signature because they didn't
submit input prior to review deadline or have last-
minute changes that "have to be done now" gets to
explain why to our CEO, who attends the sign-offs
because his signature is required on every document
we submit to the FAA for approval before we're
allowed to put anything into production.
7. In the event sign-off meeting attendees agree that
last-minute changes need to be done, adjourn meeting,
go to #5.
8. Repeat 5, 6 and 7 and needed and release when done.
