I did check all of the table row heights before I posted and none of
them are out of whack.
Removing the JPGs isn't an option; they're required. All of the JPGs
have been resized to fit a standard page. But even if one (or more) of
them was too big, why would that cause the entire document to be
converted into a single page PDF? It makes no sense. There are 6
separate JPGs, all separated by text.

Both the tables and the JPGs cause problems with pagination.
It might be in the table tag, with the row's height being specified,
or maybe the jpgs are too big to fit.
But if you have the full version of Acrobat, I suggest, you simply
edit the PDF itself via Advanced tools and remove/replace the big
items.
