Generically speaking, a "knowledge base" (KB) is a
(hopefully) easily searchable information database,
while a "content management system" (CMS) is a
database that preserves and tracks versions of
information. A knowledge base may or may not
preserve and track different versions of the
information it contains, and a CMS may or may
not provide an easy way to search the actual
content of stored information as opposed to just
filenames, document titles and/or numbers. I've
yet to come across any system that does both
well.

The platform on which a KB or CMS runs is a
separate issue from its functions.
