Recommend a tool for creating clear and consistent terminology?

Hi Everyone,

A colleague wants to create a dictionary, glossary, terms, acronyms, 
etc., list so that his group has consistent and clear terminology for 
their project. He was wondering about some form of XML that could be 
published in different ways.

Some important features for them are:
* Version controlled
* Multi-user - must allow different users to make changes without 
conflict (merge-able). So anything text based would work.
* Easy to add pictures, diagrams, etc., of any format (Visio, jpeg, etc.)
* Easy to add bibliographic information (back to the source whether it 
be URL, academic journal, etc.)
* Hyperlinking either automatically or by adding some form of "See Also:"
* Publishable as interactive (HTML or HTML Help or ...) as well as 
traditional (PDF or Word or ...)

Things not important at all:
* Security (restricting users)
* Audit trail
* Sub-lists of the information

Can anyone suggest a tool that can accomplish this?
