I wouldn't use an ampersand, unless is a part of a formal name or title.
"Technical writer and editor" suggests to me that the "editor" is a general
rather than technical editor. Also, I don't like to use "and" in my job
descriptions because I want to minimize words.
"Writer-editor" suggests to me another role that is neither writer nor
editor, so I wouldn't use it.
I have used "technical writer/editor" because it implies "technical writer
and technical editor." I use a slash to combine other job descriptions as
well. Generally, I use combined job desriptions when both jobs enhance my
marketability for a particular job. I don't think that adding editor
responsibilities to a job that specifically requires writing, like a staff
writer, because I think that an employer looking for a writer would want
somebody to focus on writing and not look for a broader position. I do add
it to résumés for positions that require somebody who can handle multiple
jobs and both writer and editor enhance my marketability for the particular
position.
