Using GIS that way must save a lot of data entry/storage/updating. I'd
bet that GIS is making inroads with all sorts of businesses that use
dispatchers.

I know that a lot of basic map data is digitized from aerial and
satellite photography. Much of it is available for a fee with
value-added layers of more specific data. But telecom companies would
surely add mass quantities to their own information to their maps.
Maybe they're doing that work on a different floor from you?
