The options for the OP's question were "in" and "to." I'd go with "to"
given those options. Generally, searches tend to state something to the
effect, "enter the first name, middle initial, last name, and suffix if
applicable." Or, "when searching the database, select a suffix from the
dropdown menu <or whatever> for names with suffixes."

Names can "have" suffixes, names may be searched "with" suffixes, for the
instruction from the OP's post, "When searching for a person with a suffix
in their name, do this," I would probably re-write the instruction to avoid
the "in" or "to" conundrum. Maybe, "<Do this> for person's who have names
with suffixes."

I prefer simple expressions and I try to re-write phrases to use the fewest
words necessary rather than add more words to soften the sound of a
particular phrase. Although, my writing may seem a little hard because it
lacks softening explanations, I prefer to think of it as straight-forward,
but that can be a preference issue.
