We all have to live within our local cultures. I'm still working on
getting my local folks to remember that there's a difference between a
process overview (they have historically referred to overviews, policy
statements, instructions, and guidelines all as "procedures") and a work
instruction.
In our world, we very carefully label any set of steps as a work
instruction. Otherwise our user group (mostly GED-level factory workers
and the occasional FDA or customer auditor) gets very confused.
Whenever it comes up (again) I just sigh and welcome another educational
opportunity.
