	Get the Whole System in the Room

Absolutely nothing can beat identification of all of a system's
stakeholders, and getting them all into one room at the same time to
obtain consensus on the documentation.  No hidden agendas and
accountability to the whole team are just two of the many advantages.

Those who are going to be troublesome and/or resistant to change will
convey an important message also, by blowing off this meeting.  At least
you then know who they are so you can start work on a transformational
strategy.

Of course, the TW usually gets zonked with the job of herding these cats
and managing the documentation as a project.  Those are at least two
other topics.
