When I'm fully in control of my documents (that is, I can structure them as I wish), I only use two levels of heading: topic and label. (Think Information Mapping...) I realize that's a little strict! But I can make it work.
On the other hand, I have built templates for workgroups, and I have found myself falling down the rabbit hole, not of providing deeper and deeper levels of headings, but of providing deeper and deeper subordinate styles for bulleted lists and numbered lists. You know: first-level bullets and numbers, second-level bullets and numbers, third-level bullets and numbers ...
One would think the same argument should hold for both. If you don't need a fourth-level heading, you don't need a fourth-level bulleted list 8^)
