I googled "beam author tool" (sans quotes) and spent a couple of minutes
looking at the results. It's actually called Beam Splash, and it's a
shareware HTML editor from 1998. The home page linked in the shareware
directories (gosplash.com) is for sale, suggesting the company is no
more.
