Someone needs to be an evangelist, but everyone can be an contributer
and /or editor.

If a page is mislabeled, it can be relabeled and/or moved.
The database-based systems have full versioning, so you can reverse
misguided efforts.

Wikipeda is one of the more spectacular examples at large.
Note that graphics can be somewhat limited. From what I've seen, you
can't do a lot of fancy stuff that web browsers support. Forget Flash
and such.
