"Weapons concealed or otherwise are prohibited on these premises"

I *assume* the sign means:

"Weapons, concealed or otherwise, are prohibited on these premises."

But it COULD mean:

"Weapons concealed, or otherwise are prohibited on these premises"

So if I bring my weapon and keep it concealed, I should be OK, right?
(yeah, as *if*!)

When I was much younger, I used to point things like that out. Believe
it or not, if I questioned an instruction like that, I was called a
smart-mouth or I was told not to mouth-off. And then my mom or dad would
say, "You know exactly what that sign means. Now do as you're told!" Any
else here taught to simply obey instructions, even when printed badly?
