Actually, there IS an option; it's just not accessible through the
normal "Options" menu. To change the cache behavior:

Type "about:config" into Firefox's url bar. A long list of preferences
will appear.

Find the "browser.cache.check_doc_frequency" line (the easiest way is to
type "frequency" in the "Filter" box above the list of preferences).

Permissible values for "browser.cache.check_doc_frequency" are:

0: Check for a new version of a page once per session
1: Check every time a page is loaded
2: Check only if the page isn't already cached
3: Check when the page is out of date

"3" is the default. For the behavior you desire, double-click on the
"browser.cache.check_doc_frequency" line and set its value to "1".
