Yes, you can create those three buttons as different layers in one Photoshop
image. (I'm not sure what you mean about a single document with different
layers as image files are not documents.) Turn the layers on or off as
needed and save them out as either GIFs or JPGs depending on your needs. Use
JavaScript or CSS to create the roll-over code, or use a program like
Dreamweaver to create the code for you. Dreamweaver has states for Normal,
Roll-Over, and On-Click. (You don't press a button on a web page, you click
it.) There's a plethora of books out there that explain both JavaScript and
CSS (Cascading Style Sheets).

Only use slices for huge images (they load faster using slices). I've never
heard of using slices for buttons roll-over.
