Sounds like a typical Use Case driven project.  Another  classic case of the user's-world discovery process being derailed.  (With Use Cases, developers typcially jump right into the To-Be (including imagined To-Be's)).  
   
  These developers are probably not going to change their approach.  A new champion of the user is needed.
