The As-Is situation does not have to include an existing software system. A business where everything is currently being done with pencil and paper has an As-Is situation. It is just that computers are not used as a mechanism to accomplish As-Is tasks.

If you already have requirements specs, then, if they are not retarded then you do not need to recreate them. If the requirements specs are retarded (a very likely possiblity), then, you will have to interview people go gather the info to recreate them.
