We're working on something similar here. This is what is called (right
now) next-generation help, but someday we hope will be standard for
projects that need it. From what we've found, you're going to need a
component in the application that processes a number of user variables,
and serves up a list of help pages that match and/or turns on
conditions in those pages using the "drop-down" window function that
WebWorks at least appears to support.
