n rough order of cost, complexity or relevance (CrossWeaver is more for
experimental work than
routine Windows interface; Glade of wGlade is a bit specialised - you'd
need Python):

- pencil and paper
- web page
- powerpoint
- smart draw (http://www.smartdraw.com/)
- visio (there are plenty of stencils available on the Internet; try
http://c2.com/cgi/wiki?GuiPrototypingTools)
- visual studio (even the free version has some basic building blocks)
- denim (great with a pen, http://dub.washington.edu/denim/)
- GUI Design Studio
(http://gui-design-prototyping.com/category/gui-design-studio/)
- if you use Gnome, then Glade (http://glade.gnome.org/)
- CrossWeaver (http://guir.berkeley.edu/projects/crossweaver/)

I'm discounting more technical solutions such as programming libraries
or widget collections (even if it
is worth getting to know Tcl/Tk and suchlike in the long term), because
these are more genuine development
tools rather than prototyping tools.

That's my toolbox (and a bit wishlist too) anyway ...
