Sounds like the real question here is how does one partition (divide up) the work. Doing such is based upon proper analysis.

The use cases are 75-90% complete and I'm thinking that it would take more
time to get the new tech writers up to speed than it would for me to finish
them (FYI, there will be a new set of use cases coming up next week).

If you are having problems partitioning (delegating) the work, the use cases are too disjointed to give a big picture that is comprehensive and integrated enough. If this is the case, at this stage, the chances that they will ever be otherwise is nill to none.

So how does one go from flying solo to flying in formation? ;^)
Richard Lewis:
Uses cases are meant for smaller size projects. If your project is larger size, then, in order to properly partition, you need a more sophisticated technique. Try data flow diagrams.
