Wouldn't 1300 and 1,300 be pronounced "thirteen hundred" and "one thousand,
three hundred"?

2.5 million and 2 1/2 million would avoid the pronunciation of "two million,
five hundred thousand."  I don't think that the *exact* pronunciation of AP
copy is really required because news stations will re-work the content for
on air reading in teleprompter anyway.

I think that there might be an issue with changing the content too much and
making it inaccurate.  Perhaps stations prefer to let the liability for
inaccuracies fall on the AP.
