Yes, this is true. Even if you don't have the relationship, it
can't hurt to ask. Many will tell you to submit a formal request,
but some may give you the info outright. It depends on the
specific agency and the individual contracting officer. They are
all different. But it's certainly worth a shot.

I would also say that it is easier to get grant-related info than
it is to get contract-related info. This is probably because
grants are given for a public purpose, whereas contracts are
generally commercial in nature.
