I used to live in Sacramento in the 90s. For about two years, I had a consulting business; helping companies who wanted to bid on California projects meet the M/W/D (Minority/Woman/Disabled Vet).

I had a database of every M/W/D-owned California company and would put in-state and out-of-state companies in-touch with M/W/D companies so they could partner to meet the requirements to bid state RFPs. I'd also do the bid documentation package that had to go with a bid.

I'd go to every state pre-bid conference and reach out to the out-of-state companies at the meeting who wanted to bid but who's eyes glazed over when the subject of Meebee/Weebee/Deebee (that's the way it was pronounced) came up.

I like to think that I was helping the disadvantaged to participate in these programs, but to be honest, all it did was put money into people's hands who didn't earn it.

The State of California requires that 5% of considered proposals on certain
projects be from Disabled Veteran Business Entities (DVBE).
