A good guess, maybe, but wrong.

I am using Word 2003 to crop and compress my screen shots as follows:
1. Paste the screen shot into the document as a PNG.
2. Use Word's crop tool to cut the picture to appropriate the size.
3. Right-click the cropped picture, and click Format Picture.
4. On the Picture tab, click Compress.
5. Select the Compress Pictures and Delete Cropped Areas of Pictures check boxes.
6. Click OK.
7. When faced with an alert that compressing the graphic could result in a loss of image quality, click OK.

A cropped image is not really smaller than its original; the stuff you cut away is merely hidden. Thus, you can restore them to their original version later if you want. You have to delete all the hidden stuff to keep the file size low. In most cases, the "compression" works fine, but sometimes, as I said, the graphic simply reverts to its original, uncropped version. I can't figure out why that's happening or how to fix it.

I'm sorry if Microsoft uses incorrect or confusing terminology. I'm just talking their talk. I'm also trying to find out why this happens in *this* instance. I appreciate the advice to use a different program, but I really do need to figure this problem out.

That's not too clear, unfortunately. Could you please explain:
a) How are you "compressing" the graphics?
b) "Cropping" itself means deleting parts of an image that are outside a selected area; "deleting the cropped area" is not only redundant, it's confusing :-)
c) You're mixing "compression" with "cropping" somehow, when you say "sometimes, after I compress a graphic, it returns to its uncropped size."

I assume you're using an image editor to crop the image. You then save the image to a file on disk, and link the image file into Word. To the best of my knowledge, the only "compression" available depends on the image format in which you save your image - JPEG or PNG, for example. Also to the best of my knowledge, there is no way to use *Word* to compress graphics.

I suspect you mean "resizing" and not "compressing" - is that a good guess?
