One thought on that -- at the time, one denotation of "perfect" was also
"complete" or "mature". There are several instances in the King James
Version of The Bible, for example, where it can be rendered that way.
Perhaps Jefferson had such a nuance in mind.

Of course, the U.S. Founding Fathers weren't perfect in grammar either.
In the Preamble to the Constitution, we read:

"We the people of the United States, in order to form a more perfect
union..."

Perfect is perfect. It's as far as you can go. You can't have something
be more perfect, can you?

That phrase bothers me each time I read it. It's the kind of thing
editors ponder but no one else cares about...
