One of the best snippets of advice from the Shipley course: build a personal relationship right from the beginning of the proposal process with somebody on the other end. Tell them of your concern about using a generic format that might not fit their needs, and ask for access to recent winning proposals so that you can see how those applicants formatted their proposal. If the agency/foundation/whatever representative can't release those detailed documents, maybe they can provide you with the table of contents. That would be enough to give you a head start on copying the formats.
