I have used the header/footer feature of word for a lo-o-o-ng time (would
you believe V2 (1986 (or so))
I have had no problems with the numbering of pages in
'section(ed)/Chapter(ed) documents.
I have also created Appendices' where I change the initial number to A, B,
C, ...
No problem there.
Shauna Kelly, an MS MVP has a document on her webpage entitled "How to
create Numbered headings or outline numbering in your Microsoft Word
document"
I have it saved on my HDD so the URL is not what points to it on the Web.
However, This is in the title "Microsoft Word Help FAQ_How to create..."
It is 5 pages long, when printed, but if you download it and follow the
instructions, it works every time.
I have the following in a current document
"different first page (no number)"
Front matter - lowercase roman numbering"
Body of the document (20 sections)
The Headings (1 through 9), are all 'outline numbered'
Figures , Tables, and Equations also have the correct numbering scheme.
The page numbering is in the footer.
I use the number, and the 'format of the number' and get 1-1, 1-2, 1-3, etc,
and the section changes are reflected in the page numbering.
I have never used anything other than that format for my footers, because it
works right (for me, at least)
Am I an MVP, not by a long shot. But having used MS Word since 1986, in all
of its iterations, I haven't had any problems.
I have gone back to some of my 'old' documents, and Word doesn't' even
stutter.

Did you try "format page number > Continue from previous section" ? You
will find this in the header/footer tool bar.
