Can you create a basic template and fill in applicable spots from tables (like a mail-merge document), so that the final instruction is automatically customized as the person doing the customization selects their settings? They can then send the completed "manual" as the final step of the customization service.

This approach worked well when I designed an ISO-compliant documentation system for an R&D lab where every day was a new adventure.
