No. When a TOC field is updated, (full update, not just page numbers) an
additional bookmark is applied to every heading uin the document, so it can
act as a hyperlink destination for the items in the hyperlinked ToC. It
doesn't check to see if there is a suitable bookmark there already.

No, it clears the Undo stack, preventing you from getting "out of memory"
messages as you delete 5000 bookmarks.
