I worked in the Pocket PC team for many years at MS, but I moved on in 2002.
That said, when I was in the team we always used tap instead of touch.
Believe it or not, we noticed in usability studies that the instruction to
"touch" did not make people "push" the item on the screen as hard as the
instruction to "tap" the screen.
I'd recommend "tap." I tried to find some guidelines for you on the MS
sites, but what I found was more of a technical nature.
You might want to take a look at Help on a recent Pocket PC or perhaps a
Tablet PC to see what MS is doing currently with terminology.

Hi All,
I am documenting software for a Pocket PC. Which is more appropriate when
describing what the user does with the stylus? Tap or Touchi? I think it is
"tap" but I am not positive. I keep writing "click" out of some annoying
force of habit and I am driving myself crazy. :)
