It generally comes down to a relationship issue. If they see you as a
person, they're less likely to treat you like a piece of the
furniture. In my experience (government and private sector), it's
often possible to make contacts all the way to the top of the chain.
You just have to have the courage to do it.

Good for you! No, I'm _not_ being sarcastic. A little bit of overtime
is inevitable sometimes, but persistent, uncompensated overtime is
unethical at best. We will be treated as slaves only so long as we're
willing to behave like slaves. If you can't persuade an employer to
treat you with dignity, leave as quickly as you can -- and as
politely as you can so as not to burn any bridges. But leave, don't
wait to be thrown out. Give 'em 2 weeks notice, and start packing
your bags.
