If it bugs people that much, I'd move the captions
above. We finally changed out design for this exact
same reason. We figured we already had captions above
tables so it wasn't unprecedented.
A side note: once our docs went online we realized
that having live links to figures that were about
1/32" away was ugly and potentially annoying. So, we
changed our style so that we only include cross-
references to a figure if the illustration is more
than a paragraph away from the reference. If it's
closer, we say "the following figure" with no live
link.
